They are certainly corrollary, but they are not the same thing.&lt;/p&gt;&lt;p&gt;Deficits are not necessarily bad, provided that they are used only when absolutely necessary and accounted for as quickly as possible. Unfortunately, the insertion of politics into the business of government has muddied these waters.&lt;/p&gt;&lt;p&gt;I think a more pertinent example of Mr. McConnell's (and the rest of the GOP Deficit hawks) hypocrisy is their lock-step defense of the Bush tax cuts, which will add trillions to the debt over the next ten years. Expecially when many of these same "fiscal conservatives" backed many of Pres. Here's how it goes down, for those of us who don't know:  Bills are moved to a vote for one of two reasons:&lt;br&gt;&lt;br&gt;1)  Enough votes are lined up to make sure that the bill passes or &lt;br&gt;2)  There will never be enough votes to get a bill to pass but legislators want to use it to make a statement to their constituents.&lt;br&gt;&lt;br&gt;In the second situation, the mechanism is fairly obvious:  legislators want to use lousy legislation to talk to their base.  The bill will never pass but they get to run on it.&lt;br&gt;&lt;br&gt;In the first situation, each party caucus/conference has formal vote counters.  And they ask the following question:  Can you support this bill?  They look for one of three answers:  Yes, No way, and if needed.  If they can get votes from the other side of the aisle, it can free up votes from their side.  Consequently, the vote counters get just enough votes to either pass or kill the bill, (8 Republicans vote against the bill so 7 Dems can vote for it.)  Nothing changes, and the Senators get to run on their respective platforms while earmarks continue.&lt;br&gt;&lt;br&gt;Just so we are sure:  Earmarks are the grease of legislation.  It is how legislators buy each other to support bills if they are in the "as needed" column.
